Create a new RCO M5 Lock Connection

Sets up a new RCO M5 Lock Connection.

Note:

If there is already a Lock Connection with the url, system and siteId in any other state than error or disconnected, the request will fail.
A RCO M5 installation may only be linked to a single Lock Connection within the Unloc platform.
